Add telemetry to code nav interactions

Issue to track work required to add telemetry to new code navigation interactions as outlined in this document. Below are the list of new interactions - please refer to the document for additional notes and questions.

Reference panel

• “Definitions”, “references”, “history” tabs in the references panel.
• File navigation within the reference panel, i.e. clicking into files from the grouped file view in the reference panel.

Breader/Repo Navigation

• “/” new return to root repo link.
• Repository button/popover.
• Navigating to another repository from view repositories popover.
• Navigating to a branch, tag, or commit from the revisions button.

File/Symbol Navigation

• Expand/Collapse file tree view
• Clicking into files specific to file tree panel.
• Clicking into any symbol from symbols panel.
