dev/ci: create pipeline annotations API

We should investigate the approaches used to create annotations today via buildkite-agent annotate and see what we can do to allow build job authors to contribute useful annotations easily, hopefully without necessarily having to interact with buildkite-agent annotate in their scripts directly.
