insights: insight settings sync job takes too long to pick up changes

Currently the job that syncs insight definitions from the settings to the database runs every hour. This causes a significant delay between when an insight can start to do anything and when it was created. While the long term plan is for this to move to an API, in the short term we should reduce this delay to something much more reasonable, possibly even as low as 1 minute.
